I realize high school and college are different and all with ages, but how does high school teams handle the Grady situation and how would or should it be different at the college level.

Thanks for the question. At high school level, you usually have some sort of school policy that trumps what coaching staff thinks.
Most of implemented what is called a code of conduct. It sets up exactly what happens to players who break rules. Our code states for our high school that if Grady were still in high school at our school he would miss 20% of the season on first offense, and then be ineligible to compete at any sport for a full year on his second offense. Also on first offense, he would be required to attend drug and alcohol classes and counseling. Remember one thing as well that drinking in high school is illegal at his age as well where Grady I believe is legal age. Not saying driving drunk is okay or anything, but the age difference does play into this debate as well.
At college level, all discipline are generally left to coaching staff and athletic department. Staff can set their own standard and own discipline policy. In closing that making example of player does not work. Following through on your discipline policy you have established is best course of action especially when the kids know what the policy should be with the coaching staff.
